Project: Improvements to Isreal Park

Issue #1: Drainage on the Athletic Field
Our Parks team assessed the drainage in the affected area and began implementing modifications to help reduce flooding. 
Update: Parks staff worked on the swell along the third-base side that was holding water. They will continue to monitor this area. Click photos below to enlarge.

Issue #2: Accessible bleachers on both sides of the field
The Parks team has been exploring modifications to improve access to the bleachers, including making the paths accessible and adding a companion pad.

Historic Lincoln High School building

Issue: Repairs and upgrades to the historical Lincoln Park High School.

Background: Due to years of neglect by Montgomery County, the school’s condition deteriorated to where it was almost condemned. Over the last few years, the city and county have used resources to right this wrong. While some work has been done, more work is needed to restore this significant piece of history to Lincoln Park.

Status: Currently, the county has set aside $3M to fix the school. The city is working with the county to make sure the funds are spent on the school to finalize the rehabilitation work.

Issue: Washington Gas virtual pipeline and natural gas safety

Background: Community members have complained about smelling a faint gas smell. After meeting with the City and County leaders and Washington Gas the community was assured the Virtual Pipeline was safe. LPCA reached out to 350 MoCo to do a quality check on Washington Gas operations. During the neighborhood walk 350 MoCo identified locations in our neighborhood that gas leaks were detected.

Status: Completed

Issue: Cars speeding in front of Lincoln Park Community Center on Fredrick Rd.

Background: LPCA members and LPCC staff have documented cars speeding and hitting the cross walk man in an attempt to have cars slow down. The fear is one day a car will speed and hit a child crossing the street after getting off the school bus to go to the center

Status: Issue was shared with Rockville Zero and further studies are taking place to find out what is feasible to install speeding structures to have cars slow down.

Expected Resolution: TBD. LPCA and LPCC have spent years reporting this to the city with no intervention provided as yet.

Issue: City of Rockville accidentally demolished Memory Walk

Background: Due to years of neglect and lack of maintenance by the City of Rockville, the art display decayed beyond the point of recovery. The city told LPCA that the artwork could not be saved and it will have to be demolished. The City demolished the artwork almost a full month before the date that was shared with LPCA. The contractor did the demolition without notice to proceed from the City.

Status: The city is still looking into recouping damages from the contractor. The city has planted flowers in place of the old artwork. The city and LPCA are working on a plan forward and the city is actively pursuing funding and will hopefully add the planning needed to replace the artwork to the next city budget.

Expected Resolution: 2027. Funding, planning and design will take time.

Issue: Design guidelines for the Lincoln Park community

Background: To protect the community from investors and developers from the construction of potential short term rentals. The Lincoln Park community approached the City of Rockville to install design guidelines to prevent large mircotel homes. The current conservation plan that was put in place in the early 2000s has been unsuccessful in protecting the community from large homes.

Status: Accomplished

Issue: Abandoned homes in the neighborhood

Background: Community members have noticed a few homes that are abandoned. One of the homes had a raccoon infestation. LPCA has mentioned to the city the owners of these homes need to be cited for code violation. Some of the homes may fall under county jurisdiction

Status: For home on 809 Westmore Drive: The homeowner has until today to submit proof of demolition permit and a scheduled demolition date from a contractor. If she does not, she has a turn in date of May 23, 2025 for a 2-day contempt sentence. A demo permit has been applied for but not issued. Based on the review comments from DPW, it is highly unlikely that a permit will be issued by the end of this week. The customer has not submitted anything yet to address the comments. The HDC did allow for the demolition of the structure at last night’s meeting. So, the homeowner really needs to take action or risk being held in contempt of a court order.

Issue: Development of North Stonestreet

Background: As part of the Rockville 2040 master plan the urban blight on North Stonestreet is well acknowledged and documented. Lincoln Ave. a local developer and habitat for humanity is working the MCPS, Montgomery County, and the City of Rockville to acquire the land and construct single family homes, low cost housing, and mixed unit complex.

Status: MCPS and the county have been slow with vacating the property which would relinquish the land back to the county for lease.

Expected Resolution: To be determined.

MCPS trailers

Issue: Montgomery County Public Schools (MCPS) trailers on North Stonestreet

Background: LPCA members have voiced their complaints about the MCPS trailers being an eye sore as people enter our community

Status: Due to budgetary constraints, MCPS will be using the trailers for the foreseeable future. LCPA will continue to follow up with MCPS about when they will be removed.

Capital Improvement Projects

  1. Install a bridge from Westmore Road to Rockville Pike 355: A roadway used to exist before it was blocked off for the construction of the metro. To allow better access to the community and improve overall traffic flow in and out of Lincoln Park we will propose the city to conduct a feasibility study on this project. STATUS: To be submitted.
  2. Install soccer nets in Isreal Park: To increase access so kids living in the Lincoln Park and East Rockville neighborhoods can play soccer. Installing the nets will increase sports participation and social interaction within the neighborhoods. STATUS: Complete. Thank you to the city of Rockville for helping us improve our community!
  3. Replace the bleachers and fix the drainage in Isreal  Park: The city has made investments in this park and the community members are thankful. But the community thinks the city can do more by fixing the drainage issues and replacing the old bleachers. STATUS: Complete.
